Kazakhstan adopts amendments for regulating distance education
In early 2021, the Senate of Kazakhstan adopted amendments to the law on education. Now there is a constitutional provision to regulate the issues of conducting educational programs of the remote format and gives a clear definition of the concept of distance learning.
Also, the norms for the preparation of educational materials, reporting procedures and the procedure for placing government orders for additional education for children have been announced.
The coronavirus pandemic has forced most schools and universities around the world to transfer students to distance learning. However, until April 2021, Kazakh legal system did not have any regulation for "distance learning", not to speak of the procedure for organizing it. The amendments passed by the Senate have resolved contentious issues and questions regarding distance education in educational institutions.
The law also provides for textbooks and expertise in educational methodologies. So, control over each distance program will be carried out by the office of the competent body in the field of education. At the moment, the rules for monitoring and testing programs are still under development.
The amendments also provide additional funding for education. Currently, there are more than 1200 organizations of supplementary education in Kazakhstan, teaching over a million children. The law is also intended to provide these organizations with legal and economic support.
